What Norwegian property owners need to know

Norway is technically outside the EU but inside the EEA — for IRNR purposes Spain treats Norwegian residents as non-EU at the headline 24 % rate, but with the EEA wrinkle that some rental-deduction provisions extend back. The 1999 treaty is in good order. The Norwegian profile is wealth-skewed: oil-fund retirees buying second homes on the Costa del Sol and Costa Blanca, with significant offshore wealth that touches Modelo 720 reporting if they later relocate. The Norwegian wealth tax (formuesskatt) survives despite political pressure, and overlaps with Spanish patrimonio (Modelo 714) — the 1999 treaty gives credit each way.

Hva er IRNR-satsen for norske eiere i Spania?
24 % headline rate as non-EU. Norway is in the EEA but Spain doesn't extend the 19 % EU rate to non-EU EEA states for the IRNR base — it does, however, extend some rental-expense deduction provisions to EEA residents in line with EU law on free movement of capital. Net effect: a Norwegian rental owner is between the UK (24 % gross, no deductions) and Germany (19 % net, full deductions) — usually closer to Germany on net rental, closer to UK on imputed.
How does Norwegian formuesskatt interact with Spanish patrimonio?
Both states tax wealth, both apply the 1999 treaty's credit mechanism. As a non-resident in Spain you only owe Spanish patrimonio (Modelo 714) on Spanish-located assets above €700 000 (with regional carve-outs). Most Norwegian holiday-flat owners don't trigger 714. As a Norwegian resident you owe formuesskatt on worldwide net wealth above ~NOK 1.7 million; the Spanish flat counts toward that base, with credit for any Spanish 714 paid. Net: usually only Norwegian formuesskatt actually bites.
Do I need a fiscal representative in Spain as a non-EU/non-EEA resident?
Norway is EEA — Spain does not legally require a fiscal representative for EEA-resident individuals. In practice we recommend it for the same reasons as British operators: AEAT's notification system is Spanish-language and Spain-addressed, electronic notification access requires a Spanish-resident representative or a digital certificate, and missed notifications produce automatic penalties. We provide the role for €149/year.
Are Norwegian pensions taxed in Spain if I retire there?
Under the 1999 treaty private pensions are taxed only in the residence state, so once you're Spanish-resident your Norwegian private/work pension flows in without Norwegian source tax (after a residency certificate filed with skattemyndighetene). Public-sector pensions remain taxable in Norway with Spanish credit. The folketrygd (state pension) is treaty-attributed to the residence state with some protocol caveats we model case-by-case.
Can I use the Spanish digital-nomad visa as a Norwegian remote worker?
Yes — the Ley 28/2022 visa is open to non-EU/non-EEA citizens (and EU/EEA who don't need it for residency but want the fiscal incentive). For Norwegians the residency component matters because Norway is non-EU; the fiscal incentive (24 % flat IRPF on Spanish-source income up to €600 000 for 5 years) on top of that is a meaningful sweetener vs Norway's progressive bracket.
